We do not know what the pre-Aryan Dravidian religion was or whether
it had any kinship with the later worship of Siva. Speculations
regarding certain coins and inscriptions found at Mohenjo-daro
are endless and are generally inconclusive.

Certainly, there was a confluence of Aryan and Dravidian cultures
at some point in time, generally leading to a rich mix of traditions
and beliefs. Witness the wonderful Tamil hymns of the Saiva Nayanars
and the Vaishnava Alvars.
