Not true. According to Gita, 'Righteous' (kartvyam) karma will
lead to moksha. A karma created out of desires does lead to
rebirth.
To determine righteousness of a karma, one needs to be elevated
to a 'divine' level where the aspirant sees things differently.
This level of existence is possible by purifying the mind through
various forms of yoga.

Sure if the desire is to buy a vacation, you must do the right
action - work to earn lots of money. Mere buying a lottery ticket will
not help. The karmic law is not meant to advance fatalism, but, it
is a practical law which is consciously used by Nature to reward
the person who deserves it not the one who is respected by the
crowd.
