Amongst Kshatriyas this is indeed their tradition.  You weren't aware of
this?  It is clearly documented in history that royalty have had many
wives and concubines.  Some other jatis have had similiar customs.  Others
are strictly monogamous.  This is why a thorough knowledge of history and
tradition is as important scriptuaral knowledge to truly understand our
religion.  

The children of such unions have no rights to religious duties such as
shraddha, upanayana etc. and only half or none of the inheritance rights
according to which authority you ask.
