Personally, I welcome the new Telecommunications Act of 1996 with
its important provisions concerning obscenity, indecency and
harassment. Experience has shown that these attributes are not the
exclusive property and practice of people belonging to any one
particular religion. If it takes the moderation of what is
perceived as free speech to prevent a few miscreants from
committing crimes, of which disturbing the peace is one, then so be
it.
