1. I do not think that there is any scriptural basis to
   say that BalrAm was an avtar of Vishnu.

2. The idea that Parasuram and Ram could not have been in
   same era is based on the notion that God is a finite
   and definite entity. If you do not subscribe to such
   a view, I do not see any reason why the two could'nt
   have co-existed. In fact, we also see that Krsna himself
   had couple of forms, and each of those forms did a 
   rAs-lIlA with thousands of Gopis.
