If I'm not mistaken, this comes from Tulasi Dasa's Ramayanam. It is stated
there that he worshiped Lord Shiva out of respect in order to get permission
to kill his bhakta Ravana. Tulasi Dasa's Ramayanam, although popular in India,
is not considered to be as authoritative by the acharyas as is Valmiki's
Ramayanam.
If there are references to Shiva being worshiped by Lord Rama in the original,
Valmiki's Ramayanam, I would certainly like to see those verses, complete with
verse numbers.
