Why just women and children?

And why rejection? I have heard of no kind of rejection by the family members
just because the child/woman is deformed. Won't the attitude be to seek help?

Why "especially" Brahmin families?

I don't know if you're looking for this kinda info, but anyway, here's my
experience with an orthodox Brahmin lady who sometimes was invited to cook at
our house : She said that the reason why some people were born with defects on
the body was because in a previous birth their children failed to carry 
out the correct purifying ceremonies at the right time to absolve them of their
sins. But this is just a _reason_ for the defects (according to her!), and she
did not elaborate on the kind of treatment such persons should receive. There 
was no reason to think they would be rejected. Just accepted attributing the
reason to Karma, etc..
