Both saiva upanisads and sakta upanisads are available in the
various University of California libraries. If you need call no. etc,
please inform me and i will e-mail it to you. You should be able to get
those from the interlibrary loan without any problem.

Regarding no.4, does the following book make sense to you ?
Siva sankalpadi pandraha Upanisad : Sivasankalpa, Narayana,
                 Tulasi, Kalisantarana, Skanda, Sukarahasya, Paramhamsa,
Sarvasara, Yogaraja, Niralamba, Vajrasuci, Adhyatma, Krsna,
Asrama, evam Pranavopanisad ; Garhavali-Hindi chandanuvada
The above book is also available in UC library system.

Further, you may try 1-800-593-book {they claim to have the largest
collection of vedic books in USA}.
