Furthermore, Parashuraama, Vyaasa, Balaraama, and Krishna were all
present at the same time. Of course, Nara-NaaraayaNa Rshi was also present
during this whole time.

Kuurma, Mohini, and Dhanvantari also come to mind, but I'm not sure
if Kuurma had already left by the time Mohini arrived -- at the
time of the actual churning of the ocean Lord NaaraayaNa was also present
as head of the devas in His chaturbhuja form. I don't recall if Dhanvantari
was a full-fledged avataara or rather an amsha of some sort, but certainly
Kuurma and Mohini were full avataaras.

So I don't see any evidence that there should only be one avataara
at the same time; certainly not in the work previously cited for the
phrase "avataara asankhyeya"
