Actually, I have a copy of the article questioning some of the
activities of the HSC/VHP that hasn't appeared on this newsgroup.
What's really curious is that the author apparently sent in several
articles, and between those submissions, he sent no less than three
copies of this article. All of the other articles were accepted,
but not once did he receive any notice about the status of the
HSC/VHP article.

I'm still in contact with that person, and I can dig up the article
in question, I'm sure. I would expect that he has a copy as well.
This is what I meant when I said that the new policy is to just
quietly stop responding to authors who don't meet the political
approval...
