In this case, the default behavior has been to block the proposal and
stall for months. I'm not about to aim for piecemeal solutions to the
problem and watch each one take several more months of my time.

He specifically mentioned his other complaints unrelated to the SRH
reorg in a message to us, and the only connection is that one of the
proponents of the reorg was also the sole proponent of a group Tale
doesn't like.

That's a personal issue. It had no bearing on the matter, yet it was
brought up anyway by Tale.
