i know that the *current* charter allows almost anything conceivable.
i hardly find any moderation going on srh, and that is why i consider
the reorg proposal is an improvement to the current srh.

i do not agree with the notion that  once a charter is voted on, 
it should run for ever. there is no need for any third party 
assessment. you can yourself see any other religious group, and see
if srh seems to be a moderated group at all.  what is wrong in
asking for a change of  charter and a moderation policy?
