Yes, but that is exactly what is wrong here.

Note that in this case, first soc.religion.hindu.info was accepted by
Tale as inoffensive, and then he went back and said we couldn't have
it unless the base group was renamed as well. Since that has
effectively been torpedoed by Group Advice's take on the moderator
issue, the net effect is that the moderator is given veto power over
other groups in the heirarchy as well, as he can simply refuse to
allow the base group to be renamed. The renaming is a post-hoc
criterion dug up by Tale to junk soc.religion.hindu.info as well.
