Among Gujaratis the general custom is to do this at 2 or 3 years and this
has the support of the shastras. However the Dharma Sindhu which I
consult on these matters after mentioning this, says it can be done "yatha
mangalam va" which means "or when it is auspicious" This is a code phrase
the shastris use which means that it can be done according to the family
or local custom. I've seen some families do the mundan at six months and
some Brahman families wait till the boy has his janoi (at age 8.) As to
the "real purpose" Mundan is one of the sanskars and a blessing and a
protection for a child if that answers your question.
If you like consult a learned Punjabi Brahman for further advice but my
opinion is your daughter will earn much punya for herself and her son if
she obeys her mothers wishes like a good daughter should.
Whatever is decided may your grandson be a great Bhakta and live a long,
healthy, and prosperous life.
