The classification of Shruti and Smrti is quite clear and has nothing to
do with the quality of a work. Shruti refers to the Veda which is eternal
and uncreated. Smrti refers to the works which are based on Shruti but
the product of human or divine authors. The Bhagavad Gita is Maharshi
Vyas's rendition of Sanjay's account of the conversation between Arjun and
Krishna Bhagawan and thus indisputably a Smrti.
