Odd, I don't remember getting a private note from you on this topic
before you posted the accusation, but anyway...
The moderator of SRH received a copy of the proposal well in advance
of it being posted. Even before that time, however, there was a public
pre-RFD phase where anyone who was interested in the topic was
requested to submit their ideas.
In short, this issue was open for input for a long time before it even
got posted to soc.religion.hindu. I hope this answers your questions.
