I think you'll find that the Vedas place enough restrictions on eating
meat that one can safely claim that they are meant to dissuade people
from eating meat. In any case, the "meat-eating Hindus" today aren't
following Vedic regulations in any case.
Beyond that, if you take a look at the Gita, Krishna explicitly says
what you can offer Him, and He also says that everything you eat
should be offered to Him.
