Nope, the lingam is "the representation of Shiva", but has the "shape"
of a phallus. The keyword here is "representation". If you say
that the lingam "represents" a penis, then Hindus worship a penis. That
is not the case. The Hindus worship Shiva when worshipping the lingam,
in other words, the lingam for them is a "representation" of Shiva.
The only connection the lingam has with the phallus is on the origination
of its "shape".

The reuters said that the Amarnath cave contained "a frozen manifestation
of Shiva's sexual organ". I don't think they were close at all.
