By Jaat I assume you are thinking about jnati(gyati) like
the Saraswat brahmins or Agrawal vaishyas etc. The term
Jati sometimes means varna also.
Gotra: the exogamous group. One can not marry within
his own gotra. Brahmins and some some others have gotras
named after ancient rishis.
Jnati: the historically endogamous group consisting of
many gotras.
There are no general rule about surnames. Some surnames
are family names/titles (like Mehta), some are gotras
(like Kapur), some are jnati names (like Srivastava)
etc. Some last names are actually the second section
of the a first name, like Lal or Kumar. People in South
India often do not have surnames.
