It is impossible to answer such a specific question with a single answer.
I can think of a number of reasons, but I certainly can't quote from
scriptures that will answer your question. My belief is that the deer
being killed brutally is a "container" for a soul that needed to experience
it because in a previous life that soul killed brutally without any need
i.e. in a human body, killing and torturing for pure pleasure. I can also
think of other reasons why the deer is "introduced to the lion".
> partial ordering), then what makes the cow significantly special ?
People regard the cow as being special because of various verses in the
scriptures. My personal feeling is totally different. During the time in
India when the scriptures were being written, I believe that learned people
encouraged protection of cows (and also other animals) for practical
reasons. India was a place where one could describe as being rural. Most
people depended on the land, planted their own crops, cultivated the land,
etc. In this scenario it makes sense not to slaughter cows and also other
livestock. Cows had even more value because it provided milk from which
many nourishing products could be developed. Cow dung was (and is still)
use for a multitude of purposes - fertiliser, fuel, building, etc. It made
very good sense to keep cows alive for there were real benefits for quite a
few years.
This is my personal viewpoint, which I feel applies even today. I find the
entire meat diet (not just beef) to be most inefficient, extravagant &
wasteful

It may be silly to you and it is your right to believe so. It is not at
all silly to me

Well, you are certainly entitled to your *opinion*! And it is merely your
opinion, nothing more.
