Interesting issue, because the term "rudra" seems to mean any
destructive agent. It would be a mistake to deem it synonymous with
Shiva, as initially there were many rudras outside of Shaivism. For
example, during the Daksha sacrifice, Daksha, on being asked by Sati
why he had not invited Shiva, explains that he does not need Shiva, he
has ELEVEN rudras of his own! Meaning within the context of his own
philosophy (Daksha was the Prajapati) 11 such destructive aspects were
defined and he didn't see the need to invite the Rudra Shiva.
