I think the answer to your question lies in the understanding of the word
"karma'.
In my humble opinion, 'karma' means the fruits of our bad and good deeds
accumulated over all our births. Most astrologers agree that the only
predestination imposed on a human being is that the human being cannot
escape from the fruits of his/her actions.( ie from his/her karma). Nothing
else is predestined.
If a person had done bad karma in the past and the planetary formulations
at some period in time ( all human beings are electronic receptors/senders)
are not favourable to that person, then he/she is likely to suffer at that
point in time.if the time is good, even then, he may not get full benefit
out of that good period because of his bad karma in ths past.
Planetary postions create atmospheres. They don't cause actions.
