Yes, an intelligent person gathers facts before deciding. However, there
are different ways to gather, like hear-say, sense perception, accepting
spiritual authority (shastra-chaksu). Because the jiva is fallible he
is always prone to making mistakes. Therefore accepting spiritual
authority is the best way to ensure proper acting, i.e. committing
minimum sin by always coming closer to God through (spiritually
guided) acting, speaking and thinking.
