Actually, that is just a misconception that many Western scholars have 
been propagating. In the Rig Veda itself (1.2.22.20) Vishnu's supremacy 
is confirmed: om tad visnoh paramam padam sada pashyanti surayah...

p.s. Hiranyagarbha is another name for Vishnu.
