Almost all hindu holidays are based on the lunar calender. I think
makara sankrAnti is the only exception which falls on the same date
every year as it is based on the solstice. The calender according to
lunar base has 15 days of waxing moon and 15 days of waning moon, each
period followed by pUrNima and amAvAsya, respectively. A date for a
given lunar day (tithi) can transcend two solar days. It depends on the
person who makes the calendar to call which of those two days is right.
For example, this past vijayadasami, the dasami (or tenth day of the
lunar cyclse) started around 3 pm on Oct 2 and ended around 4 pm on oct
3rd. So legitimately, one can say that either of those two days can be
celebrated.
