How can such practice which has existed for such long time be
called a "cult"? What is your definition of a cult?

One of the most brilliant Indian intellectuals was AbhinavaGupta
who wrote extensively on philosophical underpinnings of Kashmir
Shaivism in addition to other subjects such as the Bhagavad Gita.
There are hundreds of Shiva Tantras whose age nobody can exactly 
identify. Shavaites beleive that Shiva is timeless (beyond time)
and hence has always existed. His worshippers probably always
existed.
