Of course, there is only Paramatma. But He manifests in the many forms
that are acknowleged by followers of Sanatana Dharma. They are all
simply attributes or manifestations for specific purposes.
Only one who does not understand imagines that they are separate gods.
As for flame, any person who calls himself a Hindu and then indulges
in flame will need to re-examine his real understanding of Hinduism.
