I am no expert and I do not quote from any text. This simply what I
believe...

The ultimate aim of a Hindu is to attain Oneness with the Self. All
material stimuli are distractions that lead the seeker away from this
path.

Food is necessary for the body to survive. Food can also be a powerful
stimulant that binds one closely to the material world.

To free himself from attachment, the seeker eats simple
non-stimulating food.

The holy person who still posesses a considerable amount of attachment
and enjoys good food, seeks stimulating foods to satisfy his cravings.
But he refrains from eating meats.

One who is very much involved in the material world and does not spend
too much time with spiritual matters feels the need to eat meat to
sustain his body's energy needs. But even he avoids the flesh of a
cow.

The cow is revered as a Mother because it gives life to the farmer.
One who kills a cow is despicable. One who can bring himself to eat
the flesh of a cow is lower than the lowest!

But there is no proscription. Nothing is forbidden. These are really
choices that the individual makes as fits his needs.
