Well, it already exists, but it has a slightly different name:
"news.groups - Discussions and lists of newsgroups."
;-)
This is the newsgroup where most RFD discussions take place,
and it serves two purposes:
a) it gives the news admins a single place to see all RFD discussions
b) it takes all of the RFD traffic out of other groups
I would've been pleased if the discussion had taken place on
news.groups, since interested parties could participate and
uninterested parties would be spared, but, unfortunately, that
decision wasn't in my hands...
