Dear Made:
yes, in India,those who follow the chandramana(lunar) calendar celebrated 
their Ugadi(NEW year day) on the first day after new moon, on Mar 20, 
1996. This custom is most prevelant in Karnataka, Andhra and Maharashtra. 
On this day in addition to the special pujas, wearing of new clothes, 
etc., a mixture of neem flowers and molasses(actually brown sugar) is 
partaken.and a reading of the panchanga (calendar) is also observed.
