Don't confuse what Russ says here with what he has said before - here
he says that we _could_ have multiple moderated groups on the same
topic.  Of course, this is truth - what it means is that there is
nothing in the news software that prevents two moderated groups having
different names but still discussing the same topic.

Now, the question is: will Tale allow multiple moderated groups on the
same topic, and the answer has been a most definite no. This question
was raised on the moderators list, it's been raised in discussions
with the proponents, and it's been raised on news.groups, and I've
never seen anything where Tale or anyone else even remotely hints at
allowing multiple moderated groups on the same topic.

For the record, if multiple moderated groups are allowed, I for one
will have absolutely no problem with it, and I will move forward with
an amended proposal. Instead of the reorg, I'd just go with new
groups.
