I agree that much more clarification is needed as to what is an
appropriate post and what is not.
However, I can't see where the web site aspect becomes significant.
If someone posts a message that consists entirely of:

then that is an appropriate post.
IF it turns out that the web site only consist of nude centerfolds,
that is an unfortunate fraud, BUT it is not the moderator's job to
check every web site listed on every post just to make sure it is
legitimate (especially considering the number of people who list web
sites in their signatures).
