The management board of the Vaishnodevi temple, which is among the
richest shrines in the country, plans to spend all its savings on
the "unique" university it proposes to set up, sources here say.

The draft legislation, which has been cleared by the UGC on the
condition that the board invest at least Rs 3 crore a year in the
university, is now with the state law department for conversion
into a bill to be moved in the assembly.

The draft legislation, which had earlier been approved by the Union
human resource development ministry and was awaiting passage by the
Centre, was returned to the state with the end of President's rule.

The proposed university that will have affiliated colleges in major
towns in the state will impart higher professional and technical
education which will arm the graduate not only with a
"run-of-the-mill degree", but a "worthy qualification" to enable
the student get a job without delay or engage in self-employment,
says the memorandum of objectives.

Combined with this will be education in Indian culture, religions
and philosophy, it adds.

In the last financial year, the shrine board earned Rs 28.42 crore,
nearly half of which was spent on development of facilities for
pilgrims. In the current financial, till December 1996, the
earnings were Rs 23.39 crore.

Since 1986, when the board took over the management of the shrine
from the hereditary "pujaris", the income of the shrine has been Rs
138 crore, of which more than Rs 82 crore has been spent on
development, reveal figures made available by the board.
