lakulIsha is suppposed to be an incarnation of shiva. I think the vAyu purANa
describes how this incarnation took place. A corpse was revived by shiva and
this sage was called lakulIsha.

I don't know what you mean by the "view of the modern Hindu authorities". It's
somewhat like asking what the opinions of the modern christian authorities are
on the edicts of the Pope. Obviously the edicts of the pope would have no
meaning for protestants. A similar situation exists in Hindusim also. There is
nothing called "modern Hindu authorities".

AFAIK, the pAshupata sect is no longer active. This sect has been mentioned in
the mahAbhArata and it's believed that they were around even by 400BC though
they may have been much older. I think down the line, these sects were
subsumed by the advaitic school, though their philosophies are considerably
different, perhaps because sha.nkara is reputed to be an incarnation of shiva.
