By your reasoning, even in the "usual" way of making babies, man "creates" a
soul. How is it any different in the case of cloning, when still a surrogate
mother is needed for making a baby? When a baby, any baby, is created, does it
mean that a soul is created? According to Hinduism, the soul is neither created
nor destroyed, but transmigrates from one body to another.
Thus far, it has always been necessary to "create life" only with the help of
pre-existing life. If and when bio-technology has evolved far enough to actually
create a body and infuse life (and thoughts) into it, then your question would
become more relevant.
