I cannot comment on "the reason" for
"decline of moral values" in Indian society. Here are some
observations that might help understand the problem better.

1) Over the past few decades there has been an general increase in
hedonistic tendencies. Basic selfish attitudes characterized by
the "save your ass" syndrome or "I dont have to worry about that
problem
because it doesn't affect me " contribute towards these tendencies.
This is specifically eveident among many Indians where people
cultivate
so called "friends" only if they are useful to them. A feeling of
community is absent and it is basically each individual, each caste
or each group for themselves.

2) This may partly be due to western influence and the general
perception
since the U.S. is technologically and economically
advanced that one needs to follow in their footsteps. The general
moral
decline in the U.S. is widely accepted by even people from the U.S.
(I am in particular refering to an article in "India today"
about swingers).

3) Traditionally religion, prayers
and God were resorted to by people
to provide peace of mind and for soothing
one's soul. The enlightenment of the Buddha was in response to
the questions on birth and death that troubled him
and the quest for the truth.
Nowadays the concept of God has become so commercial that the
reason people even think about God or religion is if the want
something from him/her (a few cars and a big bungalow maybe).
