The Skanda Purana may be purchased from:

Motilal Banarsidass Publishers Pvt. Ltd.
Bungalow Road, Jawahar Nagar, Delhi 110 007

I am not sure that all of the volumes have been translated to date, but
I'm fairly certain that at least the first 10 have been.
