Here is the question as documented in Vachanamritm and the answer.

Question:

If it is Bhakti by which Jiva is redeemed of Maya and attains
Aksardham, where as by the observance of Dharma one attains
haven only, and after enjoing the fruits of punya he returns
to Earth. Our scriptures say that when Dharma diminishes on
Earth, God incarnates to establish Dharma and He does NOT
incarnate to establish Bhakti. And what one can attain by
Bhakti is cannot be attained by Dharma.

So in what way Dharma acquires superiority of Bhakti?"

Answer:

Lord Swaminarayan says:

"That Dharma is of two types:
1. PraVruti (Dharam belonging to those who have renounced
mundane life and
2. NiVruti (Dharma for those in worldly life)

And each of the two Dharamas can be

1. associated with God or
2. NOT associated with God.

And the Dharama with association to God is the one followed by
those bhakta like Narad, Sanaks, Shukji, Dhruva, Prahalad, Ambrish.
And this the Dharma refered as "Bhagavat Dharma" as well as
"Ekantik Dharma". And this Dharma (i.e. Bhagavat Dharma) and
"Bhakti" are not
two, thay are one. The avatar of Purusottam is to establish
this Dharma.

My note:

So now the question is: What is this "association" to God for Dharma?
I welcome your thoughts on this here is my understanding --

Say two individuals are vegitarian, one is vegetarian
because of his/her belief in scriptures (Association to God)
and the other one is vegetarian for only health (or other)
reason (Dharma without association to God).

The first person is following "Bagavat Dharma" the other is
following just "Dharam". And the "Dharma" for first is also
"Bhakti".
